    TRANSCRIPT: SEQ. 4: ONYONKA: "... our romantic work out of the way so that, next year, we can concentrate on our joint ACP. At our ministerial meeting in Nairobi, we extended a warm welcome to our brothers and sisters from Zimbabwe. I vividly recall how inspiring this moment was, and particularly, the keen interest of all ACP states to see Zimbabwe take her rightful place among us.



    This December meeting is normally a budget session for ministers. They were told the Secretariat General was to be strengthened, and there would be a recommendation to increase the annual budget by 20 percent.

    Background: The Ministers' council of the Africa, Caribbean and Pacific group of States (ACP) has been meeting in Brussels. Delegates reviewed the organisation's activities during 1980 and considered their priorities for the coming year, including an expanded budget.

    SYNOPSIS: The three-day meeting, held in the ACP headquarters, was the first time that Zimbabwe was represented since signing the Lome Two convention a few weeks previously.

    The agenda included approving a report on the special session that the Council of Ministers held in Montego Bay, Jamaica last July. Resolutions made at that meeting covered the areas of trade, transport and communications among member nations. They considered setting up an ACP Federation of chambers of commerce, and increasing co-operation in growing and trading foodstuffs. The chairman, Dr Z. Onyonka, of Kenya, spoke about the entry of Zimbabwe.
