STRONG SECURITY PRECAUTIONS WERE IN FORCE AS THE PRESIDENT TOOK THE SALUTE AT A MARCH PAST OF TROOPS, INCLUDING WOMEN'S MILITIA, AND MECHANISED ARMOUR.

    AMONG DISTINGUISHED ONLOOKERS: THE SEVEN-MAN UNITED NATIONS FACT-FINDING MISSION, IN SAIGON TO STUDY ALLEGATIONS OF GOVERNMENT PERSECUTION OF BUDDHISTS. THE PRESIDENT'S BROTHER AND CHIEF ADVISER, MR. NGO DINH NHU, WAS ABSENT.

    LATER IN A SPEECH, PRESIDENT DIEM SAID SOUTH VIETNAM MUST STRIVE FOR SELF-EFFICIENCY AND A SELF-SUPPORT TO ACHIEVE ECONOMIC INDEPENDENCE. HE ADDED THAT THE NATION HAD PASSED THROUGH A DIFFICULT AND UNSTABLE PERIOD, CREATED BY THE "DANGEROUS SCHEMING OF THE PEOPLE'S ENEMY" AIMED AT DIVIDING SOUTH VIETNAM INTERNALLY.
