Background: An earthquake disaster prevention drill on unprecedented scale was conducted in the Tokyo area on Monday (1 September).

SYNOPSIS: The Japanese government has designated the first of September Disaster Prevention Day in memory of the Great Kanto Earthquake of September the first, 1923, that claimed more than 100-thousand lives. The drill began with an announcement that a kanto quake was imminent. Traffic was restricted on national highways and arterial roads.

Following the announcement, there were drills on relaying anti-disaster information, the evacuation of residents and traffic restrictions in Tokyo and its nine prefectures.

In six of the prefectures where strict earthquake measures were taken, there were drills on emergency rescues, emergency transport and temporary bridge building. At the traffic control centre at the metropolitan police headquarters in Tokyo, police were kept busy issuing emergency instructions, trying to cope with the vast amount of traffic.

A bell sounded the earthquake warning in Shizuoka, a very earthquake prone area near Tokyo. More than one and a half million people took part in the earthquake drill there. Schoolchildren were evacuated from their classrooms and parents prepared emergency meals. Inhabitants of Tokyo have been warned that at least 36-thousand people are expected to die if Tokyo is hit by an earthquake as strong as that which struck in 1923.
