    EMPEROR HAILE SELASSIE OF ETHIOPIA PRESIDED OVER 41 MEMBERS OF THE ORGANISATION OF AFRICAN UNITY (OAU) WHO MET IN ADDIS ABABA FOR THE OPENING OF THE 5-DAY SUMMIT CONFERENCE OF SATURDAY (SEPTEMBER 6). AFTER THE EMPEROR'S OPENING SPEECH, SEVERAL DELEGATES ADDRESSED THE CONFERENCE - BUT IT WAS NIGERIAN LEADER GENERAL YAKUBU GOWON WHO WAS THE MAIN CENTRE OF ATTRACTION WHEN HE REITERATED THAT FEDERAL NIGERIA WOULD "CARRY ON THE MILITARY OPERATIONS TO THEIR LOGICAL CONCLUSION" IF BIAFRA DID NOT AGREE TO REALISTIC PEACE TERMS.

    IN HIS SPEECH, THE 77-YEAR-OLD ETHIOPIA EMPEROR CALLED FOR A DETERMINED COLLECTIVE EFFORT FROM ALL THE MEMBER-COUNTRIES OF THE OAU TO FIND A SOLUTION TO END THE NIGERIAN CIVIL WAR.

    AMONG THE SPEAKERS, WAS PRESIDENT HOUARI BOUMEDIENNE OF ALGERIAN, OUTGOING CHAIRMAN OF THE OAU, WHO BLAMED "GREEDY COLONIALISM AND IMPERIALISM" FOR THE NIGERIAN CONFLICT. HE ALSO ACCUSED ZIONIST FORCES FOR "CHALLENGING THE WHOLE ARAB AND MOSLEM WORLD AND EVEN MANKIND ITSELF".

    ANOTHER SPEAKER WAS OAU GENERAL SECRETARY DIALLO TELLI, WHO WAS ONE OF THE OFFICIAL GREETERS TO THE DELEGATES - WHO INCLUDED 16 HEADS OF STATE.

    UGANDA'S PRESIDENT MILTON OBOTE PRECEDED GENERAL GOWON ON THE SPEAKERS' IDEAS. THE NIGERIAN LEADER SAID THAT "THE IBOS AS A PEOPLE ... ARE ENTITLED TO THE SECURITY OF THEIR PERSONS AND THEIR PROPERTY" AND THAT THE WAR HAD DRAGGED ON BECAUSE OF THE PRESENCE OF "WELL-KNOWN INTERNATIONAL CONSPIRATORS AND RACIALIST ELEMENTS". HE INSISTED THAT FEDERAL FORCES WERE ONLY SEEKING TO "QUELL A REBELLION AND NOT TO DESTROY OUR OWN PEOPLE".

    GENERAL GOWON WAS WARMLY APPLAUDED BY THE DELEGATES - EVEN PRESIDENT NYERERE OF TANZANIA AND VICE-PRESIDENT KAPWEPWE OF ZAMBIA, BOTH OF WHOM RECOGNISE THE BIAFRAN GOVERNMENT.

    THIS CONFERENCE IS THE SIXTH ANNUAL SUMMIT OF THE OAU. ALTHOUGH SEVERAL SUBJECTS OF PAN-AFRICAN INTEREST ARE ON THE AGENDA - THE 28-MONTH NIGERIAN CIVIL WAR OVERSHADOWS ALL OTHER ISSUES, AND A CONSULTATIVE COMMITTEE ON NIGERIA, SET UP TWO YEARS AGO, WILL MEET EARLY IN THE SUMMIT SO AS TO REPORT TO THE FULL ASSEMBLY ON POSSIBLE FORMULAS FOR PEACE IN NIGERIA.
