    THE COUNCIL OF MINISTERS OF THE COMMON MARKET MET IN BRUSSELS TODAY (WEDNESDAY) AT THE START OF A TWO-DAY MEETING. TONIGHT M. JEAN REY, THE COMMON MARKET'S CHIEF REPRESENTATIVE AT THE KENNEDY ROUND TARIFF-CUTTING NEGOTIATIONS, SAID HE EXPECTED THE DISCUSSIONS TO LEAD TO WIDE AGREEMENT.

    TODAY'S TALKS WERE CENTRED ROUND THE TARIFF-CUTTING NEGOTIATIONS, AND MINISTERS AGREED ON A SCHEDULE FOR MEETING TO DECIDE THE SIX NATIONS' POLICY FOR THE NEGOTIATIONS. THE COUNCIL OF MINISTERS WILL HOLD A SPECIAL MEETING ON NOVEMBER 24 - 25 TO SETTLE FINAL DETAILS OF WHAT REDUCTIONS THE COMMON MARKET CAN OFFER IN AGRICULTURAL TARIFFS - EXPECTED TO BE ONE OF THE MOST BITTERLY FOUGHT QUESTIONS IN THE NEGOTIATIONS PROPER.

    THE COUNCIL WAS UNABLE TO REACH AGREEMENT ON AN ADDITIONAL MANDATE TO ENABLE NEGOTIATIONS FOR AUSTRALIA'S PROPOSED ASSOCIATION WITH THE COMMON MARKET TO GO AHEAD, BUT IT WAS REPORTED THAT SOME PROGRESS HAD BEEN MADE. HERR ROLF LAHR, THE WEST GERMAN STARE SECRETARY FOR FOREIGN AFFAIRS, APPEALED TO HIS COMMON MARKET PARTNERS NOT TO PRESENT AUSTRIA WITH TOO RIGID CONDITIONS.

    THE MINISTERS AGREED ON A RENEWAL FOR ONE YEAR OF THE THREE-YEAR TRADE AGREEMENT BETWEEN THE COMMON MARKET AND IRAN, WHICH WAS SIGNED IN 1963.
