    THE 41 DELEGATES TO THE ORGANISATION OF AFRICAN UNITY (O.A.U.) SUMMIT IN ADDIS ABABA WERE ADDRESSED ON SUNDAY (SEPTEMBER 7) BY UNITED NATIONS SECRETARY GENERAL U THANT, WHO -- LIKE OTHER DELEGATES -- MADE A CALL FOR AN END TO THE NIGERIAN CIVIL WAR. AMONG THOSE WHO HEARD HIM SPEAK WERE FEDERAL NIGERIA'S GENERAL YAKUBU GOWON AND THE REPRESENTATIVES OF THE FOUR AFRICAN COUNTRIES WHICH RECOGNIZE THE BIAFRAN REGIME -- INCLUDING TANZANIA'S PRESIDENT JULIUS NYERERE AND ZAMBIA'S VICE-PRESIDENT SIMON KAPWEPWE.

    THE SUMMIT MEETINGS, WHICH OPENED ON SATURDAY (SEPTEMBER 6), ARE BEING HELD IN THE AFRICA HALL AND END TOMORROW (WEDNESDAY).

    IN THE SPEECH, U THANT WARNED THE AFRICAN LEADERS THAT ONLY AN END TO THE FIGHTING IN NIGERIA WOULD EASE THE PLIGHT OF THE WAR-STRICKEN POPULATION AND THAT HE EARNESTLY HOPED THAT NEGOTIATIONS COULD BE PURSUED TO "ASSURE THE SECURITY OF ALL THE PEOPLE OF THAT COUNTRY."
    LATER, AT THE END OF HIS 48-HOUR STAY IN ETHIOPIA, U THANT SAID THAT "TODAY, MORE THAN EVER BEFORE, I AM OPTIMISTIC ABOUT THE PROSPECTS OF A JUST A PEACEFUL SOLUTION TO THE CIVILIAN CONFLICT I NIGERIA BECAUSE OF THE GENUINE DESIRE ON THE PART OF ALL AFRICAN HEADS OF DELEGATION TO CONTRIBUTE SUBSTANTIALLY TOWARDS A PEACEFUL SOLUTION." THE U.N. SECRETARY GENERAL IS ALSO REPORTED TO HAVE HELD PRIVATE CONFERENCE WITH SEVERAL OF THE DELEGATES TO THE SUMMIT.

    OTHER PRIVATE TALKS ARE REPORTED TO HAVE TAKEN PLACE BETWEEN NIGERIA'S GENERAL GOWON AND TANZANIA'S PRESIDENT NYERERE AND ZAMBIA'S VICE-PRESIDENT KAPWEPWE -- THE FIRST TIME THAT THESE LEADERS HAVE MET SINCE TANZANIA AND ZAMBIA JOINED GABON AND THE IVORY COAST IN RECOGNISING THE BIAFRAN BREAKAWAY REGIME. EARLIER IT HAS BEEN STATED THAT PRESIDENT NYERERE HAD CIRCULATED A MEMORANDUM TO ALL THE DELEGATES WARNING THAT IF AFRICAN NATIONS DID NOT SOON "LEARN TO CRITICISE INTOLERANCE WITHIN THE CONTINENT, THEY WILL TOLERATE FASCISM." AFTER HIS MEETING WITH GENERAL GOWON, IT WAS SAID THAT THE PRESIDENT WITHDREW HIS MEMORANDUM.

    LATEST REPORTS INDICATE THAT THE O.A.U. MEETING IS ATTEMPTING TO GET THE FOUR COUNTRIES TO RECONSIDER THEIR POSITION SO THAT THE SUMMIT COULD MAKE A UNIFIED AFRICAN STAND ON PROPOSALS FOR THE END TO THE NIGERIAN CONFLICT.
