Background: Italy's ruling Christian Democrat Party started its thirteenth national congress in Rome on Thursday (18 March) amid continuing political confusion and economic difficulties centred around this week's slide of the Italian lira on international money markets.
In his opening address the party's secretary general, Signor Benigno Zaccagnini, told more than 700 delegates who are attending the five day congress that there was no possibility of a government alliance with the Communist party. However his 30 page speech indicated that the Christian Democrats were prepared to cautiously open the door to wider collaboration with the communists.
He said that an alliance, long proposed by the communists, would lead to the creation of a power block that would undermine pluralism.
However political observers say it is significant that Communist party secretary, Enrico Berlinguer, was among political leaders consulted by Prime Minister Aldo Moro on Wednesday (17 March) as the government prepared a harsh package of credit and fiscal measure to halt the slide of the lira.
Reuters said that he announcement of the austerity measures by the government on Thursday checked the fall. On Wednesday the lira fell to an all time low - 880 to the dollar - but by Thursday had picked up and was fixed at 875 to the dollar at the close of trading.
Friday was a bank holiday so the market was closed and observers said that over the weekend all eyes would be on the Christian Democrats' congress to see if a general election was likely this year.
