Background: INTRODUCTION: The Libyan leader, Colonel Muammar Gaddafi, has threatened to stop oil supplies to any European or African country campaigning against Libya's activities in Chad. He also spoke of a "strategic counter-offensive" against American imperialism, as represented by American military bases in Egypt, Oman, Somalia and what he called "occupied Palestine"; but he expressed his intention to strengthen political and economic co-operation with France.
SYNOPSIS: Colonel Gaddafi was speaking in Sebha, in central Libya on March 2nd. He is quoted by the Libyan News Agency Jana as saying that Libya had established links with liberation movements in Oman and Somalia; and must be ready to fight with them, if asked, against American and foreign and reactionary based. He said Libya would reconsider its aid to certain African states, including Niger and Guinea, which had criticised Libya's role in Chad. Colonel Gaddafi did not deal directly with reports that "death squads" were planning now attacks on Libyans in exile in Europe. But he is quoted as saying: "It is an honour to eliminate and liquidate" what he described as "enemies of the people and conspirators who want to bring back the old regime".
