One such parade, in Kinshasa, was attended by President Mobutu, who was responsible for creating the force out of 22 separate regionally-administered police forces.

    SYNOPSIS: The National Police Force of the Congo Democratic Republic celebrated its fifth anniversary last week, and parades were held through the country to mark the event. One such parade, at Camp Lu fungula in Kinshasa, the country's capital, was attended by President Mobutu. It was President Mobutu who, five years ago, created the National Force out of 22 separate regionally-administered police forces.

    The country's Minister of Interior Monsieur Edouard Bulundwe, spoke at the parade to say that prior to the creation of the National Police Force, chaos had existed throughout the country. Its unification under one command, he said, had turned into an elite nation-wide corps.

    The chaos referred to by Monsieur Bulundwe included the rebellion on several battalions of Katangese provincial gendarmes, who mutinies in Kisangani in 1966. Since the re-organisation of the police, however, no trouble has been reported in the force--where, according to official reports, moral is very high.
