    BRITAIN'S R.A. BUTLER, HOME SECRETARY AND CHAIRMAN OF THE COMMITTEE ON CENTRAL AFRICAN AFFAIRS, ARRIVED AT SALISBURY, SOUTHERN RHODESIA, MAY 11, FOR A 17-DAY TOUR OF THE FEDERATION OF SOUTHERN AND NORTHERN RHODESIA AND NYASALAND. THE AFRICAN AFFAIRS OFFICE WAS CREATED A FEW WEEKS AGO.

    A SMALL BAND OF AFRICANS, WHO HAD BEEN SITTING IN INCONSPICUOUS GROUPS ON THE AIRPORT VERANDA UNTIL MR. BUTLER'S AIRCRAFT ARRIVED, GATHERED AND SHOUTED IN THEIR NATIVE LANGUAGE: "TO HELL WITH FEDERATION. BREAK IT UP. BUTLER, YOU ARE A SELL-OUT. GO HOME. WE AFRICANS DON'T WANT YOU."
    SIR EDGAR WHITEHEAD, PRIME MINISTER OF SOUTHERN RHODESIA GREETED MR. BUTLER AT THE AIRPORT. LATER, MR. BUTLER TOLD NEWSPAPERMEN THAT HE HOPED TO GAIN THE CONFIDENCE OF THE GOVERNMENTS AND ALL SECTIONS OF THE PUBLIC AND PROMISED TO BE FAIR TO ALL IN TRYING TO FIND A SOLUTION TO THE FEDERATION'S PROBLEMS.

    MR. MOSHUA NKOMO, THE AFRICAN NATIONALIST LEADER IN SOUTHERN RHODESIA, AND HIS PARTY, THE ZIMBABWE AFRICAN PEOPLE'S UNION, ANNOUNCED THEY WOULD BOYCOTT MR. BUTLER - FOR HIS ASSURANCE TO LEAVE UNCHANGED THE NEW CONSTITUTION. MR. NKOMO WANTS THE "IMMEDIATE UNCONDITIONAL TRANSFER OF POWER TO THE MAJORITY OF THE INHABITANTS OF THE COUNTRY."
