    MR. OLIVER TAMBO: "This offensive led by the National Liberation Movements, by the masses of the people in the territories under white-minority rule, has assumed dimensions of overall armed struggle at various stages of progress towards victory. A startling, if shocking, revelation of the crisis facing Portuguese colonialism was the cowardly assassination of the leading armed crusader against colonialism and apartheid - the late Doctor Amilcar Cabral - in the opening weeks of this year and, significantly, only a few days before his coming to Oslo to take part in the preparations for this conference, as its representative of the National Liberation Movements. Our contempt for this cowardly murder is second only to our unreserved resolve to do justice to the cause of which he gave his life. Basic principles and realities of this struggle should be defined and then vigorously put across to the international community. We -- the Liberation Movements - have launched the armed liberation struggle as the inevitable instrument of our liberation imposed on us by the violent systems of colonialism and partheid under which we suffer. The United Nations General Assembly has already recognized the legitimacy of our form of struggle. However, acknowledgement of this fact has still to be grounded among the masses of the world, among its workers, in order to offset reactionary or counter-revolutionary propaganda."

    Background: An International Conference of Experts for the Support of Victims of Colonialism and Apartheid in Southern Africa opened in Oalo on Monday (April 9th). Although the United Nations has organized the Conference, the U.S., British and French delegates have declined to attend because South Africa and Portugal, two of the principal targets, have not been invited to give their views.

    The Organization of African Unity (OAU) was particularly well represented. This event comes just before the summit conference of the Organization due to be held next month.

    Mr. Oliver Tambo, a black South African living in exile, was the representative of the African Liberation Movements. He described the growing power of the movement and condemned the panic-inspired violence of white-minority African countries.

    SYNOPSIS: A group of experts started a conference on Monday in Oslo for the support of victims of colonialism and apartheid in Southern Africa. The United Nations has organised the Conference, but the British, U.S. and French delegates declined to attend, insisting South Africa should have been invited. Mr. Oliver Tambo spoke for the African Liberation Movements.
