    AFRICAN LEADERS BEGAN TO ARRIVE IN NAIROBI YESTERDAY (WEDNESDAY) FOR AN EAST AND CENTRAL AFRICAN SUMMIT WHICH OPENED TODAY. LEADER SAID THE GATHERINGS OF REPRESENTATIVES - MOSTLY HEADS OF STATE OF GOVERNMENT FROM AFRICAN STATES - DID NOT HERALD A NEW REGIONAL BLOC IN AFRICA.

    AMONG THE FIRST TO ARRIVE WERE PRESIDENT KENNETH KAUNDA OF ZAMBIA, PRESIDENT JULIUS NYERERE OF TANZANIA AND PRIME MINISTER MILTON OBOTE OF UGANDA. PRESIDENT KAUNDA DESCRIBE THE CONFERENCE AS AN "ORDINARY MEETING OF FRIENDS AND BROTHERS." HE SAID THE SUBJECTS OF DISCUSSION WOULD INCLUDE THE TOPIC THAT WAS THE OBSESSION OF AFRICA -- RHODESIA.

    PRESIDENT KENYATTA SAID THE "LITTLE SUMMIT" WOULD BRING TOGETHER REPRESENTATIVES FROM A THIRD OF AFRICA'S LAND MASS WHO GOVERN A TOTAL OF 300 MILLION PEOPLE. MANY OF THE II STATES HAVE UNSOLVED BILATERAL DISPUTES. KENYAN SOURCES SAID ONE AIM OF THE CONFERENCE WAS TO PROVIDE A SETTING FOR BILATERAL TALKS TO SOLVE THESE DIFFERENCES.

    SUBJECTS DUE TO BE DISCUSSED INCLUDE THE EAST AND CENTRAL AFRICAN ECONOMIES, TRADE AND COMMUNICATION AS WELL AS AFRICA'S LARGEST CURRENT POLITICAL PROBLEMS. ALTOGETHER 90 MILLION PEOPLE LIVE IN THE II STATES BURUNDI, CONGO (LEOPOLDVILLE), ETHIOPIA, KENYA, MALAWI, RWANDA, SOMALIA, TANZANIA, UGANDA, SUDAN AND ZAMBIA.

    NO AGENDA HAS BEEN SET FOR THE MEETING, WHICH IS EXPECTED TO LAST TWO DAYS.
