Background: The Foreign ministers of the U.A.R. (Egypt), Libya, Sudan and Syria met in Cairo to discuss joint policies in external affairs while their heads of state conferred at the Kubbeh Palace. They were Dr. Mahmoud Riad of Egypt, Mr. Abdel Hakim Khadem of Syria, Mr. Farouk Abu Ibs of Sudan and Captain Abdel Moneim el Huny of Libya.
Egypt, Syria, Sudan and Libya are in the process of working out a formula for close political cooperation in the field of foreign affairs. Many politicians in all four countries make no secret of their desire to confederate the four states into a new political unity. The present meetings in Cairo are the first at dual level since the decision to set up a four-nation federation last November.
