Background: At a ceremony at Marlborough House this afternoon, Mr. Michael Stewart, Secretary of State for Foreign and Commonwealth Affairs, and the Diplomatic Representatives of twenty-two other Commonwealth countries terminated the Commonwealth Telegraphs Agreement of 1948 and 1963 and signed a new Commonwealth Telecommunications Organisation Financial Agreement.
2. The agreements concern a Commonwealth business partnership in a worldwide telecommunications system. Since 1948 the Commonwealth Telecommunications Board has provided the consultative and administrative machinery for the partnership. The Board dissolves on 1 April, 1969, and its responsibilities are then transferred to the Council of the Commonwealth Telecommunications Organisation.
3. The new organisation will enable the present co-operation between Commonwealth Governments in telecommunication matters to continue and to expand as needed to meet changing conditions.
