PRIME MINISTER EISAKU SATO MADE AN OPENING ADDRESS, CONGRATULATING THE ATTENDING DELEGATES ON THE ESTABLISHMENT OF THE ASIAN DEVELOPMENT BANK. MR. TAKESHI WATANABE, AN ADVISOR TO THE MINISTRY OF FINANCE OF JAPANESE GOVERNMENT AND FORMER EXECUTIVE DIRECTOR OF THE INTERNATIONAL MONETARY FUND WAS ELECTED AS THE FIRST PRESIDENT OF THE ASIAN BANK. AS STATED IN ITS CHARTER, THE BANK'S PURPOSE IS TO FINANCE DEVELOPMENT PROJECTS " WHICH WILL CONTRIBUTE MOST EFFECTIVELY TO THE HARMONIOUS GROWTH OF THE ASIAN REGION AS A WHOLE " WITH SPECIAL EMPHASIS ON SMALLER OR LESS DEVELOPED MEMBER NATIONS. BY FRIDAY, THE BANK'S BOARD OF GOVERNORS WILL ELECT A BOARD OF 10 DIRECTORS AND A PRESIDENT. THE BOARD WILL BE COMPOSED OF THE AMOUNT OF THEIR INVESTMENTS, AUSTRALIA, INDIA, THE UNITED STATES AND JAPAN WILL BECOME BOARD MEMBERS. BY PREVIOUS AGREEMENT, THE BANK'S HEADQUARTERS WILL BE IN MANILA. AMONG INTERNATIONAL AGENCIES REPRESENTED AT THE CONFERENCE ARE THE WORLD BANK, THE INTERNATIONAL MONETARY FUND AND THE AFRICAN DEVELOPMENT BANK.
