    THE PRESIDENTS OF INDONESIA AND THE PHILIPPINES, MEETING IN MANILA FOR FOUR-DAY TALKS, ON WEDNESDAY (JAN 8) INVITED MALAYSIA'S NEIGHBOURS TO JOIN A UNION OF THEIR TWO COUNTRIES. CONFERRING AT THE MALACANANG PALACE, PRESIDENT SUKARNO AND PRESIDENT MACAPAGAL HAVE PLACED THE MALAYSIA QUESTION FOREMOST IN THEIR DISCUSSIONS.

    ANNOUNCING THEIR PROPOSED UNION, THEY SAID MALAYSIA -- WHICH AT PRESENT THEY DO NOT RECOGNISE -- WOULD BE WELCOME "TO RETURN TO THE FOLD AFTER FREEING ITSELF OF BRITISH DOMINATION." BOTH PRESIDENTS SIGNED AN AGREEMENT SETTING UP A POLITICAL PANEL TO STUDY THEIR PROJECT FURTHER. AN OFFICIAL SPOKESMAN LATER TOLD REPORTERS THAT THE COUNTRIES INVITED TO JOIN THE PROJECTED UNION WERE THAILAND, BURMA, LAOS AND CAMBODIA.

    OBSERVERS EXPECT THE FINAL COMMUNIQUE WILL TAKE A MILDER LINE ON THE MALAYSIA ISSUE. INDONESIA'S FOREIGN MINISTERS, DR. SUBANDRIO, ALREADY HAS SAID HIS COUNTRY'S "CRUSH MALAYSIA" SLOGAN IS ONLY FIGURATIVE. IT REALLY MEANT, HE SAID, THAT A MALAYSIA MANUFACTURED BY BRITAIN MUST BE CRUSHED.
