    THE NINETEENTH CONGRESS OF THE FRENCH COMMUNIST PARTY OPENED IN NANTERRE TODAY (WEDNESDAY) WITH THE ATTENDANCE OF DELEGATES FROM SIXTEEN COUNTRIES - APART FROM THE FRENCH HOSTS. IT IS THE FIRST CONGRESS SINCE MAY 1968, AND THEREFORE THE FIRST SINCE THE END OF GAULLISM - AND THE MAIN POINTS WERE SUPPORT OF THE ARABS IN THE MIDDLE EAST, OPPOSITION TO BRITAIN'S ENTRY INTO THE COMMON MARKET, AND A CALL FOR LEFT-WING UNITY AGAINST THE GOVERNMENT OF PRESIDENT GEORGES POMPIDOU.

    PROMINENT AMONG THE FOREIGN DELEGATIONS WERE THOSE OF THE SOUTH VIETNAMESE NATIONAL LIBERATION FRONT (N.L.F.) AND ITALY.

    THE LARGEST - AND STRONGEST - DELEGATION WAS THAT OF THE U.S.S.R., HEADED BY A.P. KIRILENKO, THE SECRETARY OF THE CENTRAL COMMITTEE OF THE SOVIET COMMUNIST PARTY POLITBUREAU.

    FRENCH COMMUNIST PARTY LEADER JECQUES DUCLOS - WHO, AS HIS PART'S CANDIDATE IN THE LAST PRESIDENTIAL ELECTIONS, OBTAINED SO MANY VOTES THAT HE FORCED THE TWO MAJOR CANDIDATES TO A SECOND BALLOT BEFORE M. POMPIDOU EMERGED VICTORIOUS - WAS ONE OF THE MAIN SPEAKERS OF THE DAY.
