    In the first government changes in a year, Congolese President Joseph Mobutu recently reshuffled his Cabinet. He made eight changes involving the finance and justice ministries. As a result of the re-organisation, the former National Bank governor, Albert Ndele becomes the country's new Finance Minister.

    Mr. Joseph N'Singa was moved from the Interior Ministry to become Minister Delegate to the Presidency with precedence over other ministers. The new Interior Minister, Denis Sakombi, is the only newcomer to the government.

    Mr. Thomas Luango was appointed Minister of External Commerce, a new post. He was formerly National Economy Minister.

    At the first meeting of the new Cabinet, President Mobutu rejected proposals by the Belgian mining company Union Miniere to resume mining operations in Congo-Kinshasa. He placed all the subsidiary companies of the influential group Cominiere under government control. The decision against the Belgian company was taken in favour of an international consortium, which will prospect and exploit the rich copper deposits of the Katanga province.

    The consortium consists of companies from the United States, Britain, Japan and France.
