    THE AFRICAN "SUMMIT" CONFERENCE, ATTENDED BY 31 HEADS OF STATE, ON FRIDAY SAW ITS MOST DRAMATIC DAY WITH IMPORTANT SPEECHES BY PRESIDENT NASSER, PRESIDENT NKRUMAH, AND THE ALGERIAN PREMIER, MR. BEN BELLA. WITH ONLY ONE DAY LEFT, DELEGATES ASSEMBLED IN AFRICA HALL -- THE CONFERENCE BUILDING IN ADDIS ABABA, THE ETHIOPIAN CAPITAL.

    FIRST CAME A SPEECH FROM PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC. HE CALLED FOR AN ALL-AFRICAN CHARTER, PERIODIC MEETINGS OF AFRICAN HEADS OF STATE, AND A TOTAL BOYCOTT AGAINST RACIAL DISCRIMINATION "BY ALL WAYS AND MEANS". FORMER COLONIAL POWERS, HE SAID, HAD AN OBLIGATION TO HELP UNDERDEVELOPED COUNTRIES, AND ADDED: "WE ARE PREPARED TO FORGIVE THE PAST, BUT WE ARE NOT READY TO FORGET." THE CONFERENCE SHOULD SET UP AN ORGANISATION "TO GUIDE A FREE AND UNITED AFRICAN WILL".

    PRESIDENT NKRUMAH OF GHANA, EXPANDING HIS EARLIER THEME THAT AFRICA MUST "UNITE OR PERISH", PROPOSED THAT FOREIGN MINISTERS AND EXPERTS DRAW UP CONSTITUTION FOR "UNION GOVERNMENT OF AFRICA". PLANS SHOULD BE MADE TO UNIFY ECONOMIC, FOREIGN AND DEFENCE POLICY AND TO ESTABLISH A COMMON AFRICAN CITIZENSHIP. THE ECONOMIC PLAN, HE SAID, SHOULD SET UP COMMON MARKET, A CENTRAL BANK AND COMMON CURRENCY, AND A CONTINENTAL COMMUNICATIONS SYSTEM.

    THEN, IN THE SHORTEST BUT MOST STRONGLY APPLAUDED SPEECH OF THE SUMMIT TALKS, MR. BEN BELLA FORCEFULLY ATTACKED THE POLICIES OF PORTUGAL AND SOUTH AFRICA. ALGERIA, HE SAID, HAD 10,000 VOLUNTEERS READY TO FIGHT FOR WHAT HE TERMED THE "LIBERATION OF ANGOLA". URGING THE ADOPTION OF AN AFRICAN CHARTER, HE SAID THERE WAS RANSOM TO BE PAID FOR INDEPENDENCE. "WE MUST," HE ADDED, "ALL AGREE TO DIE A LITTLE SO THAT AFRICAN FREEDOM SHALL NOT BE AN EMPTY WORD." AFRICA COULD NOT TOLERATE SOME 10 MILLION PORTUGUESE CONTINUING TO INSULT WITH IMPUNITY MORE THAN 300 MILLION AFRICANS.

    LATER, THE HEADS OF STATE ATTENDED A BIG RECEPTION STAGED BY EMPEROR HAILE SELASSIE, THE CONFERENCE HOST AND IS HONORARY PRESIDENT. THIS WAS THE PRELUDE TO THE FINAL SESSION, WHEN THE LEADERS FORMALLY SIGNED THEIR ALL-AFRICAN CHARTER AND CALLED ON ALL AFRICAN GOVERNMENTS TO SEVER DIPLOMATIC RELATIONS WITH PORTUGAL AND SOUTH AFRICA, AS WELL AS ENFORCING A TOTAL TRADE BOYCOTT.
