Background: Herr Walter Scheel became the first Wets German Foreign Minister even to visit Egypt when he arrived at Cairo on Sunday (May 20) for formal talks.

At a banquet in his honour on Sunday evening Herr Scheel said his Government supported the U.N. Security Council Resolution of 1967 on the Middle East -- which calls, among other things, for Israel to withdraw from the occupied Arab territories.

He added that the West German Government called for a peaceful and just solution to the Middle East conflict, ensuring the security and safety of all countries in the area.

The visit came at a time when Egypt has begun an intensive diplomatic effort, especially in Western Europe, to canvas support for its Middle East case. Herr Scheel was welcomed at the airport by the Egyptian Foreign Minister, Dr. Mohamed Hassan El-Zayyat and later the two men exchanged views at a two and a half hour meeting. They also discussed the proposed European Security Conference and the Vienna talks on troop reductions in Europe.

The West German Minister is also scheduled to have talks with President Anwar Sadat during his stay. The Egyptian visit is the first leg of a tour that will include Jordan and Lebanon.

Apart from the Middle East and European question the two foreign ministers are expected to concentrate on increased co-operation. Bonn agreed last February to provide Egypt with a 22.5 million sterling (54 million US dollars) loan.

Diplomatic relations between the two nations were restored last year after a seven year interlude, following Bonn's recognition of Israel in 1965. Observers believe that President Sadat will issue an invitation, through Herr Scheel, to Chancellor Willy Brandt to visit Egypt. Herr Brandt is due to visit Israel next month.

Herr Scheel was welcomed at the airport by the Egyptian Foreign Minister, Dr. Mohamed Hassan El-Zayyat. The visit comes at a time when Egypt has begun an intensive diplomatic campaign, especially in Western Europe, to get support for its Middle East case. In an airport statement Herr Scheel said it should be possible for West Germany and Egypt to search for ways of achieving a peaceful and equitable solution of the problems of the Middle East.

Soon after his arrival Herr Scheel exchanged views on the Middle East situation with Dr. Zayyat -- and also discussed the proposed European Security conference and the Vienna talks on troop reduction in Europe.

Later at a banquet herr Scheel said his Government supported the U.N. Security Council resolution calling on Israel to withdraw from the occupied Arab territories.
