    The Rhodesia issue. In Tanzania, the summit meeting of five black African nations at the weekend appeared to reflect growing disillusionment with the Geneva talks, when the participants declared war to be the only solution to the problem.

    SYNOPSIS: Presidents Samora Machal of Mozambique and Kenneth Kaunda of Zambia -- on their way to a luncheon session in Dar es-Salaam, the Tanzanian capital, with Presidents Julius Nyerere of Tanzania and Agostinho Neto of Angola. President Seretse Khama of Botswana was ill and represented by his Vice President. The brief meeting appeared to decide, much as the white Rhodesian regime seemed to have done for different reasons, that the British-sponsored Swiss conference on the Rhodesian future had largely failed. The statement that guerrilla war in Rhodesia was the only means of achieving black majority rule marked a return to their old policy.
