    PRESIDENT DE GAULLE REMAINED LEADER OF FRANCE TODAY (MONDAY) AFTER A MAJORITY VOTE HAD APPROVED HIS PLAN TO CHOOSE PRESIDENTS BY POPULAR VOTE. THE NATIONWIDE REFERENDUM YESTERDAY, ON WHICH GENERAL DE GAULLE STAKED HIS FUTURE AS PRESIDENT, RECORDED 12,808,848 "YES" VOTES AND 7,932,399 "NOES", OR A FAVOURABLE DECISION BY 61.76 PER CENT OF THOSE CASTING VOTES.

    BY PRESIDENT DE GAULLE'S OWN ESTIMATE, A FIGURE OF OVER 60 PER CENT MEANT A "SUCCESS" FOR HIM - 65 PER CENT A "TRIUMPH". HE DECLARED HE WOULD RETIRE IF HIS MAJORITY HAD NOT BEEN DECISIVE. BUT THE PRIME MINISTER, M. GEORGE POMPIDOU, HAILED THE AFFIRMATIVE VOTE AS "MASSIVE".

    ALTHOUGH THE FRENCH PRESIDENT REGARDED THE "YES" VOTE AS SUFFICIENTLY BIG TO GIVE HIM A CONTINUED MANDATE, LESS THAN HALF THE REGISTERED VOTERS ACTUALLY APPROVED HIS PLAN. THE "YES" VOTES WERE 45 PER CENT OF THE ELECTORATE, THE "NOES" 28 PER CENT, AND 22 PER CENT ABSTAINED ALTOGETHER. THE REST WERE SPOILED PAPERS.

    AS THE REFERENDUM CLIMAX PASSED, A NEW POLITICAL CAMPAIGN BEGAN TODAY - FOR THE GENERAL ELECTIONS TO VOTE IN A NEW NATIONAL ASSEMBLY. THE FIGHT IS SURE TO BE BITTER. MANY POLITICAL FIGURES ARE IN A DIFFICULT POSITION, HAVING URGED A "NO" VOTE THEMSELVES, AND NOW PREPARING TO FACE CONSTITUENCIES THAT VOTED A SOLID "YES".

    PRESIDENT DE GAULLE MAY ENTER THE ELECTION ARENA HIMSELF, GIVING HIS STAMP OF APPROVAL TO CANDIDATES WHO BACKED HIM IN THE REFERENDUM AND WHO UNDERTAKE TO SUPPORT HIM IN THE FUTURE PARLIAMENT.
