    Background: Supporters of Kenya's newly-elected President Daniel Arap Moi won a landslide victory in the country's first top-level party elections in 12 years on Saturday (28 October). They took all eight thousand executive seats of the Kenya African National Union (KANU), each person representing one of the country's eight provinces. The election took place at the party conference.

    SYNOPSIS: The conference took place at the Kenyatta Conference Centre in Nairobi.

    President Moi announced the beginning of the voting.

    More than fifteen hundred delegates attended the conference and cast their votes for party executive positions.

    President Jomo Kenyatta, who died on the 22nd of August, had let KANU fade into insignificance, but Mr. Moi is trying to revive it, apparently to help him wage a campaign against corruption. On this ballot Finance Minister Mwai Kibaki, recently appointed Vice-President, ran against Agriculture Minister Jeremiah Nyagah. Mr. Kibaki comes from Central Province, home of Mr. Kenyatta's dominant Kikuyu tribe.

    Mr. Moi announced the winner. By 1,195 to 390, Mr. Kibaki became the Vice-President of the party. Mr. Moi later called for a big party recruitment drive. He said there would be strict accountability within the party from now and corruption and smuggling would be wiped out. It has been reported that the President has been interviewing top civil servants and heads of state boards and organisations about their past performance in an effort to end corruption within the civil service.

    There were some calls to reject the idea that the eight executive seats should be distributed on an ethnic basis and, instead, delegates should vote on individual merit, irrespective of tribe. But at the end of the conference each executive seat represented a different province. The day was said to be crucial to the political course of post-Kenyatta Kenya.
