    Background: The former Cambodian head of state, Prince Norodom Sihanouk, returns to Kampuchea on July 14. he visited supporters at Camp Oddarteus, in North West Kampuchea. There, he received a rousing welcome from many of the camp's 7,000 occupants, some of whom carried banners reading "Viets Go Home". At the camp, the prince told his supporters the road to Phnom Penh was long and hard, but the Vietnamese would never know tranquility while they occupied Kampuchea. About 2,000 armed men operate out of the camp under the Prince's Nationalist Army. Prince Sihanouk is head of a three-party coalition opposed to the Vietnamese-backed authorities in Phnom Penh. It includes the non-Communist Khmer People's National Liberation Front, the Khmer Rouge, and forces loyal to the Prince. A coalition government in exile has been announced by the Prince. It includes senior Khmer Rouge figures, such as Teng Sary, who is alloted a senior financial role. He was deputy prime minister during the Khmer Rouge years. His government was widely accused of carrying out mass killings in Kampuchea between 1975 and 1979.
