The United States Secretary of State Dr. Henry Kissinger on Thursday (February 21) proposed the setting up of machinery to help solve disputes between the Untied States and Latin America.
He told Foreign Ministers of 24 Latin American nations that the world community should have a western hemisphere community as one of its central pillars.
Dr. Kissinger admitted that major problems had arisen over the rights and obligations of U.S. private firms operating in foreign countries -- based different concepts of state sovereignty and responsibility.
He said the Untied States was ready to explore means to remove these disputes from the forefront of inter-governmental relations.
He said in his private talks with the Foreign Minsters he would make specific proposals "to establish agreed machinery which might narrow the scope of the dispute". This could be a working group which might examine procedures for fact-finding, conciliation or the settlement of disputes.
