Background: Uganda's former Foreign Minister, Mr. Sam Odaka, arrived in Addis Ababa on Saturday (27 February) and posed a problem for the governments represented at a meeting of the Ministerial council of the Organisation of African Unity. He had arrived to re present the ousted regime of President Milton Obote, who was deposed in January. A 35-man delegation representing the new Ugandan Government of General Idi Amin was also trying to join in the talks. The council spent eight hours on Friday and Saturday trying to decide which group should be admitted. The members met again today (Monday) and were still deadlocked.
