Background: The building for the new East German permanent representation in West Germany has almost been completed in Bonn. The head of the permanent representation -- Dr. Michael Kohl -- and his 100-strong staff are due to move in next week. The building will be officially opened on 2 May.
The setting up of a permanent representation is a result of the East-West Germany so-called "Good Neighbour" Pact, which came into force last June. But agreement on the exact scope and responsibility of the representation only came about recently, after long discussions between Dr. Kohl and Herr Guenter Gaus, who will head the West Geman representation in East Berlin.
West Germany has insisted that both men are called 'Permanent Representatives' (as opposed to 'Ambassadors'), to underline the West German view that East Germany is not a foreign country.
