    TRANSCRIPT: MR. ROSSIDES: "IN SPITE OF THE CEASEFIRE, THE TERROR IN CYPRUS CONTINUES, AND WITH IT, ITS INSEPARABLE COMPANION OF TENSION. TURKEY, IN VIOLATION OF THE CEASEFIRE AND OF THE RESOLUTION OF THE SECURITY COUNCIL ON MONDAY MORNING NAMELY, ELEVEN HOURS AFTER THE CEASEFIRE, SENT TWO JET FIGHTERS THAT REPEATED THE STRAFING ATTACKS AGAINST INNOCENT CIVILIANS IN THE CENTRAL SQUARE OF THE TOWN OF POLIS. IT IS A COMPLETE VIOLATION OF THE TERRITORIAL INTEGRITY AND THE SOVEREIGNTY OF CYPRUS BY ANOTHER MEMBER STATE OF THE ORGANISATION. THERE SHOULD BE NO OVERFLIGHTS IN CYPRUS OR ELSE THE WHOLE WORK OF THE SECURITY COUNCIL AND YOURS, MR. PRESIDENT IN YOUR APPEAL, WILL BE DESTROYED. AND THAT IS WHY WE HAVE COME TO THE SECURITY COUNCIL TO ASK THAT THERE SHOULD BE A RESOLUTION DEPLORING THE CONDUCT OF TURKEY..."



    TRANSCRIPT: MR. ERALP:"THE PRESENT CEASEFIRE WOULD BE MEANINGLESS UNLESS THE GREEK CYPRIOTS WITHDRAW TO THE POSITIONS THEY OCCUPIED BEFORE THEIR LAST ATTACK ON AUGUST 5. OTHERWISE THE TURKISH CYPRIOTS WHO ARE CONFINED TO A NARROW STRIP OF BEACH AND COMPLETELY SURROUNDED, COULD BE WIPED OUT AS A RESULT OF A SUDDEN RENEWED ATTACK BY THE GREEKS...



    "ON THE OTHER HAND, THERE IS THE VERY IMPORTANT LEGAL AND ETHICAL SIDE OF THE QUESTION. IF THE AGGRESSIVE GREEK CYPRIOTS ARE ALLOWED TO HOLD ON TO THE FRUITS OF THEIR AGGRESSION, THEIR ILL-BEGOTTEN GAINS, THIS WOULD CONSTITUTE PAYING A PREMIUM TO AGGRESSION WHICH WOULD BE COMPLETELY INCOMPATIBLE WITH THE UNITED NATIONS CHARTER AND THE PRESENCE OF THE U.N. ON THE ISLAND. CONSEQUENTLY, THE TURKISH GOVERNMENT FEELS COMPELLED TO OBSERVE CONSTANT VIGILANCE UNTIL THE GREEKS HAVE RETREATED TO THEIR PREVIOUS POSITIONS. IT WAS THAT NECESSITY OF CONSTANT VIGILANCE WHICH HAS PROMPTED THE RECONNAISSANCE FLIGHTS OF TURKISH AIRCRAFT OVER CYPRUS WHICH WERE EFFECTED TODAY. THE OVERFLIGHTS CAN IN NO WAY ENDANGER THE PEACE, BUT ARE ONLY A PRECAUTIONARY MEASURE NECESSITATED BY THE GRAVITY OF THE SITUATION. THE REAL DANGER TO PEACE IN THE AREA IS THE PRESENCE OF GREEK TROOP CONCENTRATIONS. IT WOULD BE PROPER OF THE COUNCIL TO DWELL ON THIS COURSE OF DANGER. THE EVENTS OF THE LAST FEW DAYS HAVE SHOWN THAT THE MANDATE OF THE UNITED NATIONS FORCE IN CYPRUS SHOULD EITHER BE EXTENDED IN SCOPE OR INTERPRETED IN SUCH A WAY AS TO ENABLE IT TO OPERATE MORE EFFECTIVELY......"

NIELSEN: "THE SECURITY COUNCIL NOTING WITH SATISFACTION THAT THE CEASEFIRE IS BEING OBSERVED THROUGHOUT CYPRUS, REQUEST THE PARTIES TO COMPLY WITH THE RESOLUTION S/5868 OF AUGUST 9, 1964, IN ITS ENTIRETY, ASKS ALL GOVERNMENTS TO STOP ALL FLIGHTS OVER THE TERRITORY OF CYPRUS IN VIOLATION OF ITS SOVEREIGNTY, AND REQUESTS THE COMMANDER OF THE UNITED NATIONS FORCE TO SUPERVISE THE CEASEFIRE AND TO REINFORCE ITS UNITS IN THE ZONES WHICH WERE THE THEATRE OF RECENT MILITARY OPERATIONS SO AS TO ENSURE THE SAFETY OF THE INHABITANT; AND REQUESTS ALL CONCERNED TO CO-OPERATE WITH THE COMMANDER OF THE FORCE IN ACHIEVING THIS PURPOSE..."

    MR. ZENON ROSSIDES, THE DELEGATE OF CYPRUS, HAD REQUESTED THE EMERGENCY SESSION TO DEAL WITH THE CYPROIT GOVERNMENT'S COMPLAINT THAT TURKISH OVERFLIGHTS ON TUESDAY CONSTITUTED A BREACH OF THE CEASEFIRE.

    HE SAID:
    REPLYING, MR. ORHAIN ERALP, THE TURKISH DELEGATE, CONFIRMED THAT FLIGHTS BY TURKISH PLANES HAD TAKEN PLACE OVER THE ISLAND, BUT SAID THEY WERE RECONNAISSANCE MISSIONS AND A LEGITIMATE PRECAUTION.

    THEN, AFTER THE DEBATE, THERE WERE PRIVATE DISCUSSIONS DURING A RECESS. LATER, MR. SIVERT A. NIELSEN OF NORWAY, PRESIDENT OF THE SECURITY COUNCIL, READ OUT A STATEMENT PREPARED DURING THE DISCUSSIONS.
