    A leading aide to Egyptian President Anwar Sadat, Mr. Sadat Marei, arrived in Oslo on Thursday (7 December) to receive the Nobel Peace Prize on behalf of his President. The prize was awarded jointly to President Sadat and Israeli Prime Minister, Menachem Begin, who was due to arrive on Friday (9 December) to be surrounded by a massive cordon of security forces. President Sadat told the Norwegian Nobel Committee on Saturday (2 December) that he had decided not to come to Oslo.

    SYNOPSIS: Mr Marei flew into Oslo three days before the ceremonies were scheduled to begin on Sunday (10 December). President Sadat said he had chosen not to attend because he could see no immediate end to Egypt's protracted negotiations with Israel for a Middle East peace treaty. Mr. Marei praised his President's achievements.

    Norwegian police announced wen both leaders were expected, that they would mount their biggest-ever security operation to protect them. Large numbers of police and armed security guards were on duty outside the Grand Hotel, where Mr. Marei and his entourage of thirty were staying.

    Security was also heavy at the military section of Fornebu International Airport, seven, miles (eleven kilometres) west of Oslo, where Mr. Begin was due to arrive. He will be transported by helicopter to keep him clear of possible attacks. Diplomats from the Soviet Union, Arab countries and other lands, have condemned the joint prize, and were expected to boycott the ceremony.
