    At least 13 insurgent rockets struck Phnom Penh on Monday (24 March), as the new wartime cabinet under Prime Minister Long Boret assembled for the first time.

    Three insurgents rockets struck the central market area in Phnom Penh in the early morning hours. One of the rockets landed near a gasoline station, puncturing several drums of oil which quickly spread through the streets.

    Although the market is busiest in the early morning, miraculously no one was killed. Four people were lightly wounded by shrapnel.

    A small crowd soon gathered around the spill, scooping up the oil in small canisters to take home as cooking fuel.

    Meanwhile, at Ounalom Pagoda in Phnom Penh, the new wartime cabinet assembled for the first time. Among them, was the now Defence Minister,, Sak Sutsakhan, recently appointed to succeed General Sosten Fernandez as chief of the Khmer armed forces.

    Other arrivals included the now Interior Minister, Hou Hong, and the new Minister for Special and Political Affairs, Han Thun Hak.

    The new cabinet was appointed an rumours persisted that President Lon Nol would shortly resign to make way for peace negotiations.

    The cabinet will function under Prime Minister Long Boret, one of the "Phnom Penh Seven" who is on the insurgent's "death list".
