    SYNOPSIS: An official mission delegated by Iraqi President Ahmad Hassan El-Baker arrived in Kuwait on Monday for wide-ranging talks on the continuing Middle East confrontation. The Iraqi Minister of Education, Dr. Abdul Sattar El-Juwari, led the visiting mission. The Kuwaiti reception was headed by Justice Minister Jassem El-Marzook, who is also the country's acting Minister of Education. The mission was carrying a personal message from President El-Baker to the Amir of Kuwait.

    Dr. El-Juwari said shortly after his arrival that all Arab efforts must be directed towards the liberation of Arab lands. He added the Iraqi belief that what had been taken from the Arab peoples by force could only be restored by force. The Iraqi Minister concluded his initial statement at the airport by praising fraternal relations already existing between his country and Kuwait, and hoping for a further strengthening of ties.
