    HOPES FOR AN EARLY AGREEMENT ON A TREATY TO BAN THE SPREAD OF NUCLEAR WEAPONS WERE EXPRESSED BY PRESIDENT JOHNSON, THE BRITISH PRIME MINISTER, MR. WILSON, AND THE UNITED NATIONS SECRETARY-GENERAL, U THANT, IN MESSAGES TO THE 17-NATION DISARMAMENT CONFERENCE WHICH RESUMED IN GENEVA TODAY (TUESDAY).

    AT THE PALAIS DES NATIONS, TALKS ON A DRAFT TREATY HAVE BEEN CONTINUING FOR THE PAST WEEK BETWEEN THE AMERICAN AND SOVIET DELEGATES, THE CONFERENCE CO-CHAIRMEN, WITH BRITISH SUPPORT FROM LORD CHALFONT, THE DISARMAMENT MINISTER. BUT SOME NO-NUCLEAR NATIONS HAVE EXPRESSED RESERVATIONS ABOUT THE TERMS.

    PRESIDENT JOHNSON TODAY ASKED THE CONFERENCE TO APPROVE A TREATY IN THE INTEREST OF INTERNATIONAL SANITY.

    AT TODAY'S OPENING SESSION, THE SOVIET UNION THROUGH ITS CHIEF DELEGATE, MR. ALEXI ROSHCHIN, ACCUSED WEST GERMANY OF TRYING TO OBSTRUCT AGREEMENT ON THE NON-PROLIFERATION TREATY.

    WEST GERMAN LEADERS HAVE OPPOSED THE PACT ON THE GROUND THAT IT WOULD DISCRIMINATE AGAINST NON-NUCLEAR COUNTRIES AND COULD HAMPER THEIR USE OF THE ATOM FOR PEACEFUL PURPOSES.
