    WE, AS THE PROGRESS PARTY, ADDRESS OURSELVES AND INVITE ALL OF OUR FELLOW CITIZENS, YOUNG AND OLD. WE MUST TRY TO ACHIEVE THE GOALS AND ASPIRATIONS OF THE REVOLUTION. THE MOTTO OF THE PROGRESS PARTY IS 'PROGRESS IN UNITY, LIBERTY AND JUSTICE.' (APPLAUSE)



    THROUGH PROGRESS IN UNITY, LIBERTY AND JUSTICE, BUILD A DEMOCRATIC NATION THAT WILL GIVE UNMISTAKABLE EVIDENCE OF PROGRESS IN EVERY ASPECT OF OUR LIFE; IN PROBITY AND EFFICIENCY IN OUR PUBLIC LIFE; IN LOVE AND ACTIVE SYMPATHY IN OUR SOCIAL RELATIONS; IN WIDENING FREEDOM AND JUSTICE; IN GOOD GOVERNMENT; IN PRODUCTIVE AGRICULTURE AND INDUSTRY; IN RAISING STANDARDS OF LIVING AND WELL-BEING; IN STABILITY AND PEACE AND AN EVER GROWING CONTRIBUTION TO THE COMMON HERITAGE AND INTER-DEPENDENT LIFE OF THE WORLD COMMUNITY OF NATIONS AND PEOPLE.     DR. BUSIA - AN ACADEMIC - RETURNED TO GHANA THREE YEARS AGO FOLLOWING SOME SIX YEARS IN EXILE DURING DR. NKRUMAH'S REGIME. UNTIL LAST WEEK, HE WAS CHAIRMAN OF THE CENTRE FOR CIVIC EDUCATION, WHICH WAS SET UP BY THE RULING NATIONAL LIBERATION COUNCIL TO GIVE GHANAIANS POLITICAL EDUCATION.

    THE NATIONAL LIBERATION COUNCIL, WHICH OVERTHREW DR. NKRUMAH IN FEBRUARY 1966, HAD PROMISED TO RETURN THE COUNTRY TO CIVILIAN RULE THIS YEAR. THE COUNCIL LIFTED ON SATURDAY (MAY 3) THE BAN ON POLITICAL ACTIVITY IT HAD IMPOSED IMMEDIATELY ON SEIZING POWER.
