    THE DEATH OF A CHINESE ENGINEER AT THE LEGATION OF THE PEOPLE'S REPUBLIC OF CHINA IN THE HAGUE WAS FOLLOWED BY THE DEPARTURE FOR MOSCOW YESTERDAY (TUESDAY) OF THE CHARGE D'AFFAIRES, LIU EN-CHI. THE DUTCH CLAIMED THAT THE ENGINEER WAS KIDNAPPED FROM A HOSPITAL STRETCHER AND TAKEN TO THE ENVOY'S OFFICES ON SATURDAY (JULY 16). MR. LIU, WHO HAD BEEN CHARGE D'AFFAIRES IN THE HAGUE SINCE 1963, WAS ON MONDAY DECLARED PERSON A NON GRATA AND ORDERED TO LEAVE THE COUNTRY WITHIN 24 HOURS. LATER A BODY WAS TAKEN FROM THE LEGATION IN A MORTUARY VEHICLE, WHILE DIPLOMATS ATTEMPTING TO LEAVE THE LEGATION BY CAR WERE STOOPED BY DUTCH POLICE.

    THE ENGINEER, NAMED AS HSU TZU TSAI, WAS FOUND LYING INJURED IN THE STREET ON SATURDAY. HE WAS TAKEN TO A RED CROSS CENTRE AND FOUND TO HAVE A FRACTURED SKULL AND A SERIOUS SPINAL INJURY. A DUTCH FOREIGN MINISTRY STATEMENT SAID THAT A CHINESE DIPLOMAT WHO ARRIVED THERE WAS TOLD THE MAN WOULD HAVE TO BE REMOVED TO HOSPITAL ON A STRETCHER. A NUMBER OF OTHER CHINESE LIFTED THE PATIENT FROM THE STRETCHER, WITHOUT THE PHYSICIAN'S KNOWLEDGE, AND TOOK HIM TO THE LEGATION IN A CD (DIPLOMATIC CORPS) CAR. THE CHINESE CHARGE D'AFFAIRES WAS TWICE SUMMONED TO THE FOREIGN MINISTRY AND ASKED FOR AN EXPLANATION. ON MONDAY THE CHARGE D'AFFAIRES REPORTED THAT THE ENGINEER HAD DIED IN HIS OFFICE THE PREVIOUS AFTERNOON.

    FOLLOWING MR. LIU'S DEPARTURE YESTERDAY IN AN AIRCRAFT BOUND FOR MOSCOW THERE WERE FURTHER INCIDENTS AS THE CHINESE LEGATION. POLICE STOPPED CARS LEAVING THE LEGATION, AND LATER A BODY WAS TAKEN AWAY IN A MORTUARY VEHICLE.

    HOLLAND RECOGNISED THE PEOPLE'S REPUBLIC OF CHINA IN 1950 AND LATER AGREED TO AN EXCHANGE OF CHARGE D'AFFAIRES.
