Vice President Nixon today defended the grassroots diplomacy he tried to practice in South America. He advised diplomats to concentrate on explaining U.S. policy--as he attempted to do-- to Latin American students, leaders and representatives of the press, leaving the cocktail parties and white tie dinners alone. Mr. Nixon delivered his firs major address since his return to the National Press Club. Questions were directed from the floor afterwards, including a key one-- hadn't he been advised not to go in the first place.
