Mr. Iain Macleod, Britain's Secretary of State for the Colonies, arrived in Malta for a short visit on Dec. 8, a traditional public holiday. The Maltese Labour Party leader and former Prime Minister, Mr. Dom Mintoff, took advantage of the occasion and of a one-day relaxation of the ban on political demonstrations, to stage a mass rally in Valletta.
Excited demonstrators carried placards saying "Macleod go home and "Colonialism means slavery", and mobile floats depicted Malta in a state of oppression.
Mr. Mintoff was cheered when he addressed the meeting to say he would not have talks with Mr. Macleod unless Malta's right to self-determination were recognised.
After discussion with leaders of Malta's three other politics parties, Mr. Macleod continues his fact-finding tour today, Dec. 10, flying on to East Africa.
