    The problems faced by oil-importing developing countries ware stressed at the opening in Tokyo on Monday (24 March) of a 12-day United Nations conference on natural resources.

    Some 300 delegates representing 54 nations agreed generally with a United Nations document prepared for the conference that calls for an energy programme for developing nations.

    At the international level, such a programme would focus on co-operation among developing countries as wall as with developed countries. At the national level, it would centre on the need for comprehensive energy policies, better energy use, a re-evaluation of energy resources and the availability of capital, labour and technical knowledge.

    The conference will also devote its attention to a looming world-wide shortage of fresh water, which, unless corrective measures are taken, could limit supplies for agricultural and industrial use and for the constantly growing populations of cities.

    Chairman of the conference -- which was officially opened by the Japanese Foreign Minister, Kiichi Miyazawa -- is Gabriel Van Laethem, the United Nations Undersecretary-General for Economic and Social Affairs.
