Background: The Soviet Union proposed on Tuesday (25 September 1973) that the Big Five members of the Security Council cut their military budgets by 10 percent. Speaking to the United Nations General assembly, Soviet Foreign Minister Andrei Gromyko suggested that part of the funds thus saved could be used to aid developing countries. He urged the Assembly to add the items to its present agenda.

The arms cuts should come into effect this year, he emphasised. But the move required the participation of the United States, the Soviet Union. The People's Republic of China, the United Kingdom and France, "without exception." Mr. Gromyko added that priority allocation of the funds should be to those developing countries which have suffered natural disasters this year.

The Soviet Foreign Minister want on to speak of the detente between the two major power blocs. He described this as the beginning of a fundamental re-shaping of international relations. But he warned against "noisy propaganda campaigns" and attempts to interfere in his country's internal affairs, in what is been by o servers as a direct allusion to Western protest over the treatment of dissidents in the U.S.S.R.

Another speaker on the second day of the Assembly's policy debate was Greek Deputy Foreign Minister Annino Cavalie-Rato. He said much was required to even out differences between developed and developing countries. He thanked the United Nations for its efforts in Cyprus and said the Organisation's peace-keeping role should be stressed.

SYNOPSIS: A crowd of more than 400,000 packed the Felix Houphouet-Boigny Stadium in Abidjan, Ivory Coast on Saturday to watch the second leg of the home side's matches against Ghana. The winner would qualify to go through to the finals of the Africa Nations Soccer Cup.

Ivory Coast (known nationally as the "Elephants") kicked off, They'd previously beaten the Ghana side 3-0 in Kumasi, Ghana, the week before.

Ghana have long been thought of as an almost invisible side. Their record of victory is long and distinguished, but the "Elephants" seemed to be well in control of the situation and, with one victory behind them, played like champions.

The home crowd were eager for a goal and their team was going flat-out to satisfy them, but the Ghana defence stood up well to the attacks and coolly averted any danger.

As half time neared neither side had managed to put the ball in the net, although the Ivory Coast team looked the more likely to score. But at the half way mark the scoreboard was still unmoved.

Ghana attacked from the resumption.

The Ivory Coast defence found little difficulty in controlling the situation. And it wasn't long before the home crowd were jubilant. Left Back Doumbia scored in the Slat minutes.
