    POPE PAUL VI APPEALED TODAY (TUESDAY) FOR A NEW DEAL FOR THE WORLD'S WORKERS -- FOR A "REAL INTERNATIONAL LAW OF LABOUR" TO INSURE GREATER JUSTICE IN THE WORLD OF LABOUR. THE POPE WAS ADDRESSING A JUBILEE OF THE INTERNATIONAL LABOUR ORGANISATION IN GENEVA.

    SPEAKING IN FRENCH, THE POPE URGED AN END TO THE EVILS WHICH WORKERS STILL SUFFER AND CALLED FOR A DEEPER UNDERSTANDING OF THE REASONS FOR THE CONFLICTS WHICH SHAKE LABOUR RELATIONS.

    THE PONTIFF TOLD THE 1,700 DELEGATES AND INVITED GUESTS IN THE PALAIS DE NATIONS, THE UNITED NATIONS' EUROPEAN HEADQUARTERS, THAT LABOUR CONFLICTS COULD NOT BE REMEDIED BY ARTIFICIALLY IMPOSED DISPOSITIONS.

    "IT IS ONLY WHEN THE DEEPEST REASONS FOR THESE CONFLICTS ARE UNDERSTOOD AND THE JUST CLAIMS THEY EXPRESS ARE SATISFIED THAT YOU CAN AVERT THEIR DRAMATIC EXPLOSIONS AND AVOID THEIR RUINOUS CONSEQUENCES," HE SAID.

    THE SPEED TO THE 50TH ANNIVERSARY SESSION OF THE I.L.O., WHICH INCLUDES WORKERS, EMPLOYERS AND GOVERNMENT REPRESENTATIVES, WAS THE POPE'S FIRST ENGAGEMENT IN HIS ONE-DAY VISIT TO GENEVA.

    RELATIVELY THIN CROWDS TURNED OUT EARLIER TODAY AT GENEVA AIRPORT TO WELCOME THE POPE TO THE HOME OF THE REFORMATION AND PROTESTANTISM WHERE JOHN CALVIN, THE REFORMATION LEADER, PREACHED THE INIQUITIES OF ROME 400 YEARS AGO.

    THE POPE WAS GREETED BY WAITING CHURCH AND SWISS DIGNITARIES, BUT ONLY MODERATE CROWDS LINED THE ROUTE INTO THE CITY.
