    PRESIDENT JOHNSON YESTERDAY (WEDNESDAY) ANNOUNCED AMERICA'S INTENTION OF LAUNCHING A MANNED ORBITING SPACE LABORATORY BY 1968. THE COST OF DEVELOPING THE LABORATORY WILL BE ONE BILLION 500-MILLION DOLLARS (GBP536 MILLION).

    PRESIDENT JOHNSON, IN A NEWS CONFERENCE, SAID UNMANNED FLIGHTS TO TEST LAUNCHING AND RECOVERY PROCEDURES, AND BASIC PARTS OF THE LABORATORY SYSTEM, WOULD BEGIN LATE NEXT YEAR OR EARLY IN 1967. IN 1968, FIVE FLIGHTS WITH TWO MEN CREWS IN SPACE LABORATORIES WOULD BE HELD.

    THE PRESIDENT SAID THE DOUGLAS AIRCRAFT COMPANY HAD BEEN SELECTED TO DESIGN AND BUILD THE LABORATORY SPACECRAFT AND THE GENERAL ELECTRIC COMPANY WOULD PLAN AND DEVELOP THE EXPERIMENT. A TITAN 3C BOOSTER WOULD BE USED TO LIFT THE LABORATORY INTO SPACE. A MODIFIED VERSION OF A GEMINI CAPSULE WOULD BE THE CREWS' VEHICLE FOR RETURNING TO EARTH.

    PRESIDENT JOHNSON REITERATED THE UNITED STATES PLAN FOR THE PEACEFUL USE OF SPACE AND INTERNATIONAL CO-OPERATION IN SPACE EXPLORATION. HE HAS INVITED A SENIOR MEMBER OF THE SOVIET ACADEMY OF SCIENCES TO WATCH NEXT MONTH'S LAUNCHING OF THE GEMINI 6.
