    Background: Greek Premier Constantine Karamanlis, accompanied by his Foreign Minister Evangelos Averoff, left Athens by air, Nov 9, for a three-day official visit to Italy. A few hours later, the Greek visitors arrived at Rome's Ciampino Airport to be welcomed by Italian Premier Segni, Foreign Minister Pella and Greek Embassy representatives.

    Mr. Karamanlis inspected a guard of honour before laying a wreath at the Italian Unknown Soldier's Tomb at the Piazza Venezia.

    Greek-Italian economic relations are expected to be the principal theme of talks between Karamanlis and Segni, since there are no outstanding political issues between the two countries at the moment.

    The two leaders will probably also review the international scene, with particular reference to the latest Communist overtures to Greece for a relaxation of tensions in the Balkan. Greek official circles have rejected "recent statements by foreign personalities" as "pointless propaganda." This rejection followed a public proposal in Athens by Rumanian deputy Premier Joja for a meeting between Greek and Rumanian government chiefs, and a proposal by Soviet Ambassador Serguiev for "immediate inter-Balkan conversations."
