    THE THREE-DAY CONFERENCE OF THE SOUTH-EAST ASIA TREATY ORGANISATION COUNCIL OF MINISTERS IN MANILA, ENDED ON WEDNESDAY. THE WAR IN SOUTH VIETNAM, THE MALAYSIA QUESTION AND THE KASHMIR DISPUTE BETWEEN INDIA AND PAKISTAN WERE THE CHIEF SUBJECTS.

    THE CONFERENCE REFLECTED A FRENCH PROPOSAL PUT FORWARD BY FOREIGN MINISTER COUVE DE MURVILLE FOR A NEUTRALISATION OF SOUTH EAST ASIA. IT ALSO VOTED A CHANGE OF THE PACT'S RULES TO OPEN THE WAY TO QUICKER RESPONSE TO ANY AID CALLS.

    THE EIGHT MEMBER-NATIONS ARE AUSTRALIA, BRITAIN, FRANCE, PAKISTAN, THE PHILIPPINES, THAILAND, NEW ZEALAND AND THE UNITED STATES. SUMMING UP THE CONFERENCE, THE PHILIPPINES FOREIGN SECRETARY, SALVADOR LOPEZ, SAID SEATO HAD SURMOUNTED A CRISIS OF CONFIDENCE.
