    Background: The United Nations Secretary-General Dr. Kurt Waldheim neared the end of his thirteen-nation tour of Africa on Thursday (28 February) with a visit to Liberia.

    He conferred with Liberian President William Tolbert and Libarian Foreign Minister Charles Cecil Dennis. Dr. Waldheim emphasised -- during these talks -- that the independence movement in Africa could not be completed until the 30 million Africans living under colonial rule were granted "their inalienable rights" and the last traces of apartheid and racial discrimination were removed from the continent.

    Dr. Waldheim also gave assurances that the United Nations special representatives in the drought-stricken regions bordering the Sahara wore doing their best to help with supplies of food and medicine.

    On the energy crisis, Dr. Waldheim said the problem needed a global approach. He said he supported proposals for the convening of a special United Nations meeting, scheduled for April 9.

    On Monday (4 March) Dr. Waldheim was in Gambia. He will leave for New York from the Senegal capital Dakar on Tuesday (5 March). But U.N. officials ended speculation that Dr. Waldheim would visit Cairo, Tel Aviv and Damascus before returning home.
