TSHOMBE SHOULD HAVE ACCEPTED THE COMMISSION OF THE UNITED NATIONS COMMISSION TO SEE IN THE KATANGA IF IT IS POSSIBLE TO HAVE MERCENARY TROOPS THERE. HOWEVER, I AM EXTREMELY SCEPTICAL AS TO THE RESULTS OF THIS WORK OF THIS COMMISSION. AS WELL, IN THE BULK OF THE MERCENARIES, WHO HAVE HIDDEN, GONE INTO HIDING - THEY DO NOT WEAR THE UNIFORM, AND IT IS QUITE DIFFICULT TO SEE WHO IS A MERCENARY AND WHO IS AN EMPLOYEE OF A PLANT OR AN OFFICE. I AM OF THE OPINION THAT MR. TSHOMBE SHOULD SHOW HIS GOODWILL BY ACCEPTING THAT THE UNITED NATIONS FORCE BE OCCUPIERS OF THOSE AREAS, IN PARTICULAR KOLWEZI, KIBUSHI, JADOTVILLE, AND THAT MR. TSHOMBE ACCEPT ALSO THAT THE UNITED NATIONS FORCES GARRISON ALSO THE ROADS COMING FROM RHODESIA.
