    ANGRY CROWDS IN SAIGON YESTERDAY (MONDAY) BURNED TWO AMERICAN VEHICLES AFTER A SHOOTING INCIDENT OUTSIDE THE VIEN HOA DAO PAGODA - HEADQUARTERS OF THE POWERFUL BUDDHIST UNIFIED CHURCH. THE VEHICLES WERE AN AMERICAN MILITARY POLICE JEEP AND A TRUCK BELONGING TO AN AMERICAN CONSTRUCTION COMPANY.

    ONE SOUTH VIETNAMESE SOLDIER, A MILITIAMAN, WHO WAS IN THE CROWD, WAS SHOT DEAD.

    THE OCCUPANTS OF THE VEHICLES WERE BELIEVED TO HAVE ESCAPED. THEY SOUGHT REFUGE IN THE NEARBY ALLIED MILITARY HEADQUARTERS.

    THE BODY OF THE DEAD SOLDIER WAS CARRIED INSIDE THE COMPOUND OF THE PAGODA, WHICH HAS BEEN THE STARTING POINT FOR ANTI-GOVERNMENT DEMONSTRATIONS FOR THE LAST THREE DAYS.

    IN SAIGON ON SUNDAY, POLICE LOBBED TEARGAS GRENADES AT ROCK-THROWING DEMONSTRATORS AS BUDDHISTS CONTINUED TO MASS IN PROTEST AGAINST PRIME MINISTER NGUYEN CAO KY'S MILITARY GOVERNMENT ACTION IN DA NANG, 370 MILES NORTH-EAST OF SAIGON.

    THE BATTLE BETWEEN POLICE AND BUDDHISTS BROKE OUT WHEN YOUTHFUL DEMONSTRATORS AT THE HELD OF THE PROCESSION STARTED HURLING STONES AND RUBBISH. IT RAGED FOR TWO HOURS, WITH THE DEMONSTRATORS RETREATING WEEPING AND COUGHING FROM TEAR-GAS FUMES, ONLY TO COME BACK AT THE POLICE WITH MORE ROCKS.

    THE DEMONSTRATING BUDDHISTS, NUMBERING ABOUT 3,000, GATHERED IN FRONT OF THE PAGODA IN AN APPARENT ATTEMPT TO PARADE THROUGH THE CITY. POLICE HALTED THEM AT A ROUGH BARRICADE A FEW HUNDRED YARDS FROM THE PAGODA.

    A MAN WHO JOINED IN THE BATTLE, USED A CATAPULT AGAINST THE POLICE.

    AS BUDDHIST AGITATION CONTINUES THROUGHOUT THE COUNTRY, THE OFFICIAL VIETNAM PRESS AGENCY REPORTED ON SUNDAY THAT PREMIER NGUYEN CAO KY HAS PROMISED GENERAL ELECTIONS FOR RETURN TO CIVILIAN RULE. IT WILL BE HELD BY SEPTEMBER 15, THE DEADLINE FIXED BY HIS MILITARY GOVERNMENT. BUT HE DECLARED THAT AS LONG AS THE WAR CABINET REMAINS IN POWER, SECURITY AND ORDER MUST BE RESTORED.
