    Acting Prime Minister Giulio Andreotti met with the Communists and leaders of 5 other parties today to discuss his proposals for a government programme, Yesterday, the Communists' had strongly criticized Andreotti's suggested programme as "inefficient" and not good enough to deal with the country's economic and social problems.

    The Communists also criticized Andreotti's programme for not really making it clear that he would be willing to let them into a government majority. After their secretariat meeting last night, party secretary Enrico Berlinguer told reporters that the Communists would insist on being part of a parliamentary majority and would not settle for less than that. Andreotti would like the parties to sign an agreement on a programme which calls for increased taxation, higher electricity and phone tariffs and increased transport costs, but is unwilling to grant more than that. In the previous Andreotti government, which lasted for 17 months the Communists were tacit supporters of the government. If they were to become part of a parliamentary majority they would edge one step closer to power.

    During a national union congress in Rome this week, the communist party trade union, CGIL leadership make it quite clear that the working class would be willing to make sacrifices but only if the Communists could be given a share in making decisions.
