    FRANCE AND THE SOVIET UNION SIGNED A NEW COMMERCIAL PACT TODAY (FRIDAY) IN PARIS. FOR THE FIRST TIME, THE FRENCH GOVERNMENT WILL EXTEND SEVEN-YEAR CREDITS FOR SOVIET PURCHASES OF CAPITAL GOODS. BOTH THE UNITED STATES AND WEST GERMANY OPPOSED FRANCE'S OFFER OF LONG-TERM TRADE CREDITS.

    MR. NIKOLAI PATOLICHEV, SOVIET EXTERNAL TRADE MINISTER, AND M. VALERY D'ESTAING FINANCE MINISTER, SIGNED THE FIVE-YEAR TREATY WHICH WILL DOUBLE THE VOLUME OF TRADE BETWEEN THE TWO COUNTRIES. WHILE THE SOVIET UNION INCREASES THE PURCHASE OF AGRICULTURAL PRODUCTS, FRANCE WILL BUY MORE SOVIET MACHINERY.

    MR. PATOLICHEV TOLD NEWSMEN THAT THE NEW TREATY WOULD PLACE TRADE BETWEEN RUSSIA AND FRANCE ON A SOLID BASES. HE ADDED THAT THE SOVIET UNION WAS SEEKING TO STRENGTHEN HER RELATIONS WITH FRANCE GENERALLY.
