    THE COUNCIL OF MINISTERS OF THE COMMON MARKET CONTINUED THEIR MEETING WITH REPRESENTATIVES OF THE 16 ASSOCIATED AFRICAN STATES, APRIL 10, IN BRUSSELS, BELGIUM. UNDER DISCUSSION WERE NEGOTIATIONS FOR A NEW ASSOCIATION AGREEMENT TO REPLACE THE EXISTING ONE THAT EXPIRES IN DECEMBER.

    A STATEMENT ISSUED IN THE COURSE OF THE DAY'S DISCUSSIONS STATED THE TALKS HAD REACHED SOME MEASURE OF AGREEMENT ON PRINCIPLES OF A NEW ASSOCIATION TO COME INTO EFFECT NEXT JANUARY.

    TALKS CONTINUED INTO THE NIGH ON THE QUESTION OF FINANCIAL AID FROM THE "SIX" FOR TRADING DEVELOPMENT IN THE AFRICAN STATES OVER THE NEXT FIVE YEARS.

    THIS MEETING FOLLOWS THE CONFERENCE IN PARIS LAST DECEMBER. THE 16 STATES, FORMER FRENCH, BELGIAN AND ITALIAN DEPENDENCE, WERE WRITTEN IN AS ASSOCIATE MEMBERS WHEN THE TREATY OF ROME WAS SIGNED. NOW ALL THESE TERRITORIES HAVE BECOME INDEPENDENT COUNTRIES AND WANT A NEW AGREEMENT BEFITTING THEIR STATUS.

    MR. GEORGE GROSSE, FRENCH SECRETARY OF STATE FOR FOREIGN AFFAIRS, WAS PRESIDENT OF THE MEETING, ATTENDED BY REPRESENTATIVES OF THE COMMITTEE OF EURATOM, AND THE EUROPEAN COAL AND STEEL COMMUNITY AS OBSERVES.
