    The Director-General of Israel's Foreign Ministry, Mr Shlomo Avineri, has been holding Middle East talks in Rumania -- the only Eastern European communist nation to recognise the Jewish state. The talks cantered mainly on the proposed creation of a Palestinian state on the West bank of the River Jordan -- formerly Jordanian territory, now occupied by Israel.

    SYNOPSIS: The main talks were held in the Rumanian Foreign Ministry in Bucharest, the capital. Before he left for Rumania, Mr Avineri told reporters that he would be discussing basic points of difference between Israel and the Arab nations -- like the status of the Palestine Liberation Organisation in any reconvening of the Geneva Middle East peace conference, and the Arab proposal to establish a Palestinian state on the West bank. Mr. Cornel Pacoste, Rumania's Deputy Information Minister, hosted one of the meetings with Mr. Avineri -- whose visit follows recent others by the Syrian Prime Minister, and Palestinian leader Yassar Arafat. Mr Avineri later held similar discussions with Rumanian Foreign Minister Gheorghio Macovesco. Other topics included Israel-aided agricultural projects in Rumania.
