    The Council of Europe meeting in Strasbourg, France, today (Wednesday) denounced Greece for alleged violations of basic human rights, including the widespread torture of prisoner. The condemnation was based on a report by the European Commission for Human Rights, which detailed allegations that prisoners were beaten on the feet, given electric shocks or had their hair pulled out.

    The Ministers decided by 15 votes to nil to publish the report by the Commission, seen as a heavy psychological blow to the Athens regime.

    Under normal conditions, the Greek leaders would have been give time to amend their policy, but because Greece withdrew from the Council last December, and its declaration that it is not legally bound by the report's conclusion, this article of the charter has been waived.

    Journalist Jean-Jacques Servan-Schrieber, who helped arrange the release of Greek composer Mikis Theordorakis, handed over a statement to the Council at today's meeting. It was from the composer and severely criticised the treatment handed prisoners in Greece.
